I can't say for sure about the signature, but I do not think that one is required to receive the letter. Check out the embassy info page, there is a link to the packet 3 info (same link is in the "packet" 3 letter). The physical letter is not necessary, you only need to know that the embassy has received your info from NVC before sending in packet 3.

I think the best/only way for your fiancee to change her address with the London embassy is to call the "extortion" line, tell them you need to register a change of address, and you should be given an email code, and some instructions on how to use it. I've never done it before, but I *think* that it needs to be in the subject line, or their email filter automatically deletes it.

Oh, for most of these things I think you'll need to have a London case number -- at least according to your time line, you haven't gotten approved yet, so the embassy might say "Who are you???" Perhaps it is best to wait until you have a London case number (You'll get your approval from USCIS, then a letter from NVC with your LND number in it).

Sorry, I should have specified, the petitioner receives the approval notice and the letter from NVC with the LND number on it, so your fiancee (beneficiary)'s address change shouldn't affect these documents from arriving properly (unless you - petitioner) have moved as well!!

Check out the embassy info page, FULL of useful information like...the extortion line number.
