These are the income guidelines you have to meet in order to sponsor your fiancee. Your income needs to be at 125% of the federal income poverty level: http://www.uscis.gov/files/form/I-864P.pdf

I am not clear with this term "12%poverty line"? What does that mean?

Its how much income the person(s) in the US needs to be making. Based on household size. So for a household of 2 in the 48 contiguous states and the district of colombia = $14,570
