Timeline

We sent our I-130 petition in in February of this year. Since then, my husband, a Canadian, has moved. I sent a letter to the Vermont Service Center with his new address, then called to check to make sure it had been changed. The person on the other end of the toll-free number stated that neither she or the service center can change his address - that he has to change it with the US Consulate in Ottawa, Ontario (Canada). That confused me, as everything I read says to call the toll free number to change an address - and, because our application has not been processed, we have had no contact with the consulate as of yet - so I don't believe they'd even have his OLD address on file. Finally, even if the consulate makes note of his new phone number, how will the service center get it to send out notices or other documents? Any advice?

The VSC is not going to be sending notices or anything else to your husband in Canada. They will communicate only with you.

The Department of State will be the first to try to contact your husband, and it will send both of you a form DS-3032 Choice Of Address And Agent. You can use that to update your husband's address at the time there is a need for it.
