NOA2 and NVC

The I-797 (NOA2) we received for our K-1 application from the USCIS states....."The above petition has been approved, and forwarded to the listed consulate. Please contact the consulate with any questions about visa issuance...." Does this mean our application was sent directly to Manila or is this standard boilerplate script on all NOA2 and our application is with NVC? Thanks in advance for any help, we are a little confused.

Yes, the USCIS is not consistent in there wording - some say sent to the NVC and some say sent to the consulate but they ALL go to the NVC first. After you get your letter from the NVC with your case number you should call them to confirm that you case has actually been sent on. My case got stuck there for 50 days.
