My wife and I have a question/are a little confused. We read that her MC and BC need to be CDLI endorsed... does that apply even if she has never been married before until we were married? Reason im asking is she went to the NSO office to requst her BC and MC, and asked for CDLI endorsement and they asked her what she wanted to change.... I thought it just showed changes, not make changes.

So please, someone who knows about this, please help us with this. If she has never been married before, is it okay just to get the original MC and BC?

Sorry, I'm a little confuse with your question, here's what I know of CDLI, it is a department of NSO for special cases like name being mispelled, wrong date, wrong name, late registration, or registered within a year( you were married Feb '09 based on your timeline), maybe that's why they asked her what she wanted to change or correct

or are you referring to cenomar (certificate of no marriage), also know as marriage index? I believe it is needed in the interview, don't worry about that, what will appear on the marriage index is that she's married to you date and place of the wedding, it is needed aside from MC and BC

Okay, during my research for what documents to send to NVC, this is what I found on the Department of state website about documents.

Preferred documents

Documents issued by the National Statistics Office (NSO) and the National Bureau of Investigation (NBI) are preferred. These agencies have branches and outlets throughout the Philippines. Documents issued by these agencies are printed on paper with security features. Documents from these sources are centrally registered and are considered more reliable than documents issued by local registrars.

Applicants should request certificates that are issued with a “CDLI endorsement” (Court Documents and Legal Instruments). This endorsement shows any amendments to the original document from marriages, annulments, name changes etc. Unless a CDLI copy is requested, the requester will receive the unamended or original copy of the document.

That is what im refering to.

So if there will be no changes from the original documents, just request for MC and BC from NSO, your wife could even request it on-line, just google e-census, no need for CDLI, you will receive your documents printed on paper w/ security features, as for the NBI she must request it personally
