Yup - i thought this is how they should of planned to do it with the EV-1.

Then you don't have to plan your day around where to plug in - just pull up to a station like this to swap them out.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

Why not just install trolleys on the roads and give free electricity? Maybe a couple of AA batteries for getting your EV in your driveway. Trolleys can also be replaced by magnetic induction buried under the road way so purist won't complain about ruining the scenery.

I don't think people will give up the "freedom" of driving.

Now perhaps if they did something seen in "Minority Report", where the vehicles were on autolanes, that would take you to where you wanted to go (instead of being stuck jumping trains, and going from A to B) then that might work.

Building the control system for an auto lane such as the minority report is tedius work. Heck, building just a basic intelligent traffic system requires painstaking finite state machines. If you mess up a state, it will not work. Trouble shooting it is even longer. Imagine a scale that minority reported implemented. I could imagine the state diagrams for such control systems. I'm sure there's a way to categorize components of subsystems involved. It'll take massive amount of Engineers which we currently lacking.
