Whom do you want to talk to? There are phone numbers on most of the immigration sites. Have you read through the guides? They are an invaluable source of information and I daresay you would get most, if not all of your questions answered there.

By the way....filling in your timeline would help

Are you the USC? The K-1 is filed by the US citizen for his or her foreign fiancé(e). Read the guides

The fiance being petitioned for has to attend an interview and medical exam in their home country, so you can apply from the US but you do need to be in yhour country to do those things. This can prove to be extemely difficult and financially taxing, so most people stay in their home country while the visa are being applied for.

First the USC petitions. Time passes.

Then the UKC (you) applies for a visa, at the US Consulate in London.

It will take you about 8 months from the start before you can move to the US.

You still have to meet each other in person before the USC can petition.

I don't believe so. If you need further clarifications after reading form instructions, guides, and USCIS web site, then it's best to consult a lawyer.
