Police Clearance

I am a little confused on what to do. The New Delhi Embassy requires a police report and clearance from the foreign consulate where you reside.

My wife is an Indian citizen who has been living in the US on a K-3 since Oct 2005 (when she also obtained a police report and clearance from the Indian High Commission in London where she lived then). Now she has her immigration interview in July.

We have the original police report which is still valid since the US Embassy paperwork says they are valid for a year. We have a photocopy of the passport office clearance and the original is with the US Embassy New Delhi with the K-3 paperwork.

It takes 30-35 days at the minimum to obtain a police clearance from the Indian San Francisco consulate since my wife's passport is issued in London and the verification needs to come from there. We do not have that much time. Do we chance it and go to India for the interview with a photocopy in hand or do we reschedule and try and obtain another clearance?

Is my wife considered a resident of India or the US? All her paperwork is going to India but she is living in the US on a K-3? Too many countries and Indian inefficiencies involved here.
