You should be engaged well before you get into the United States. Remember that you have to sign a sworn statement declaring that you intend on getting married when you file the 129-F, which happens a half a year before you are even given the visa. The K-1 is for fiancees.

I'm not sure if I understood your question.

Those 90 days after arrival on the United States are for when you already have the K1 Visa. You have 90 days to get married once you arrive in the US.

In order to get the visa, you (well, the US Citizen) must file a I-129F Petition with USCIS. Once that petition is approved, you'll be requested to go to an interview in the American embassy/consulate in Haiti. Now, the whole process is not as easy as it sounds here and both you and your fiance must be single and free to marry. If you two are already married, you'll have to apply for another visa, perhaps K3 Spouse Visa.

If you are just here visiting and he has proposed to you, YES it is ok to file for your K-1 while you are here. I would encourage that so you can both look over all the paperwork together and figure out what is needed. Odds are, if you are here only for a visit, you don't have all of the legal paperwork with you to have the packet ready to send. But you will know what is needed and can send them back to your fiance as soon as you return to your country. You will have to return to your country once your visit time expires. Also, you will have to attend an interview at the consulate where you reside.
