you can no longer get an SSN and most probably cannot get DL until a new EAD is received

YMMV

As long as his i-94 is not expired you can try to apply for a SSN. However, most offices will not do it less than 14 days to expiry date. That means that you'll probably have to wait until adjustment. Also, you are talking about EAD...I am confused, how did he get EAD without SSN? Is it possible?

You're going to have to wait until the EAD (1-year version/not temp.) or PR/Green Card comes to get the social security card/number now - needed to have at least 14 days remaining on the I-94 to be able to get one.

Driver's license varies by state - but most will need to verify his legal immigration status (such as his EAD or PR/Green Card) before issuing a state DL.

Unfortunately thats pretty much the situation.

You will now have to wait. K-1s are available for SSN immediately. After the I-94 expires they have to wait until AOS or EAD.
