Immigrant fiance in Spain/remain or return to Peru?

We are planning to file in the next couple of months once we get all of our documents in order (my next visit to Spain is in June). My soon-to-be fiance (I told him he must officially properly propose in person, even though he already knows the answer) is Peruvian, with a Peruvian Passport, living in Spain. He is legally allowed to live and work in Spain, but is still a Peruvian citizen. He is willing to move back to Peru if that would make our application process easier (and he wants to spend time with his elderly grandmother - as remaining in Spain would leave him unable to travel for several months). I am not certain if that would make it easier (he would be living in the country he is a citizen of), or more difficult (if they would want to know why he moved back to Peru right before filing). I am looking if anyone has been in either situation and what challenges they had. I would like to hear from people who applied from a country they were not a citizen of, and if there is anyone out there that returned to their home country right before filing for the fiance visa. We want to do whatever would make the application the easiest. Also, if there would not be much difference, because they have to check with both governments regardless, please let me know that too.

I believe that as long as he is a legal resident of Spain and has the paperwork to prove is, he should be fine.

Both me and my husband were legal residents of Canada when we applied for my CR-1 visa, and we were ok.
