I am a US Citizen and my wife, who is from Taiwan, recently received her Citizenship.

We would like to know how to apply for her sister to become a permanent resident. Her sister is legally in the US right now as an international student (F1 visa). The USCIS website says that if we are applying for family to get a PR and they are already legally in the US, we should file I-485 (adjust status). Is this correct, or is the I485 only used for permanent residents that wish to transfer to citizen?

Or should I just fill out the I-130? I understand this may take up to 10 years????

She can not adjust status from an F1 to Permanent Resident just on the basis of her being the sister of a US citizen. Here is a guide to get you going in the right direction.

*A person who adjusts status to PR is never required to become (transfer) a US citizen.
