I have a question that I'm curious about.

My wife told me about a woman she met at church yesterday that told her that she has a 2-year greencard and will need to file to remove conditions. Her USC husband passed away. I don't know how long she has had the GC or when her husband passed away, but it was after she got the greencard. Can she still remove conditions by herself?

thanks

Yes, and she can and should do so as soon as possible. She does not need to wait until three months before the expiration.
