When To Send Forms?

My husband is eligible to apply 3 years after he gained permanent residency. If 3 years is up on September 5, 2009, when should I send in the N-400? Do they need to receive it after that date only?

I think that you can send it 3 months before your 3rd anniversary. It's written on the guide to naturalization somewhere.

Note 90 days is less than 3 months (1-2 days)

You can send the N-400 within 90 days before your third anniversary of LPR status, not before that.
