This has been asked and answered multiple times before in the Russian Forum.

Simply put the name change probably isn't going to happen here in the US unless you can convince a consulate like a AK did to Seattle to do it.

Instead you will probably have to get your marriage certificate certified, translated, appostiled, and consulate verified. Take it to Russia, get the authorities there to update the internal passport and order a new external passport in Russia.

If you are cool with just the amendment to the existing passport that reads this bearer also goes by this name the consulate will do that for you.

If you just need a new passport with the old name the consulate will also do that for you.

We tried to do this the last time we visited Russia. We had all the appropriate documents translated and appostiled and thought it would not be a problem. The problem we ran into was that our marriage certificate from Florida has her name and my name, but does not indicate her new (last) name. They wanted to see something official showing her new name.

We just gave up figuring it wasn't worth it. She has the notation in her passport that she also goes by her new married name. This has been fine and works even when we buy airline tickets for international travel in her married name.

They wouldn't accept a U.S. state-issued ID like a DL?

No. All they were willing to look at was the translated marriage certificate.

Yep, our IDs are no good there. Might as well leave 'em at home.

I had no problem getting a new internal passport with a new name, all I showed was a marriage certificate, and it had my maiden name and my husbands name, and I said I wanted to change it and they did.

Sorry it didn't work for you, sometimes Russian governm. officials are a piece of work!
