Under a K visa or any type of CR-1 / IR-1 visa the Filipine Immigration is going to require that CFO certificate in order to leave the airport and to change your name on the passport to your husband's last name.

My wife still has to go and she has already been all over asia for years now and she will still need that for her departure with that and to change over her name.

Just for a fun fact : Strangly the USA sessions are in the morning and the rest of the world is in the afternoon.

i arrived there before lunch and the seminar is held at 1:30; or is your fiancee attending in cebu?

For metro manila, the schedule for guidance and counselling seminar for manila is mondays to fridays,at 10:00 am, 1:30 pm and 3:30 pm. more info here
