Policy Clearance Certificate from Mumbai

I just registered with this web site and tried searching for information before decided to post the question.

I have recd. RFE on my parents cases to submit DS-230 application. All the documents except PCC is ready.

For PCC my parents went to the commissioner's office at VT yesterday. They asked for the letter from the consulate/processing center asking for PCC. Only thing I had was a RFE letter asking for DS-230. PCC is one of the supporting document for DS-230. None of the supporting documents are listed on the letter.

I read many people got there PCC from mumbai. My question is How ? Most of the people standing in line with my parent had letter of some kind listing PCC as a required document. Why did I not get that letter from NVC ?

Today morning I called NVC and lady on the line told me that for India PCC letter is not required. You just submit the application for PCC and they will process it. Am I missing something here or NVC does not know the change in procedure in India ?

I am really confused. Worst case I am going to send DS-230 without PCC and hope NVC will send a letter asking for it which can be used to get PCC.

Any kind of help is appreciated.
