NVC Case number assignment delay

Hello Everyone:

My wife applied for a I-130 petition for her mother and father. Both were approved in Febuary about 1 week apart. Her mothers petition has already has case number assigned by NVC and we are in process of giving DS-230.

However her fathers petition has not yet even got case number assigned. It has been about 60 days. I Know the UCSIS approval letter advises 90 days but I wanted to see if anyone has experienced this delay in case number assignment. NVC points me to USCIS and USCIS points me to NVC.

October 14------I-864 fee Bill and DS-3032 delivered

October 15------DS-3032 updated in System

October 18-------IV bill Generated

October 30-------IV bill Received

October 30-------I-864 package received

November 1------IV bill and I-864 package Sent to NVC

November 2------IV bill and I-864 package Delivered

November 12-----IV bill updated in system

November 15-----DS-230 Part 1 Generated

November 22-----Received DS-230 Part 1

November 22-----Mailed DS-230 Part 1 to NVC

November 23-----DS-230 Part I delivered

November 29-----Case Under Review

December 9-------Case forwarded to Embassy
