When she does her medical at St. Lukes they will determine what shots are needed and the shots are included in the fee. Since there is not time to complete the full serires they will annotate it on the medical form that they will also give to her that the first shot was done and the series is incomplete due to time to complete the full series. Assuming she passes the medical with no issues the lack of completing the series will not delay the visa. Then once in the US keep the series for those not completed going since you will need that for AOS when you see the cival surgeon.
