Is it possible for someone who has not been a citizen yet but has a green car to bring his/her spouse to US ? if Yes how long dose it take ?

I wanted to know by the word "Citizens" , have they included the inhabitants with green cards ? I mean I live in CA by my green card but I haven't got my US passport yet and I wanted to bring my wife to US , do I have to follow the rules for citizens which they have mentioned in their website ?

Moved to Bringing Family Members of Permanent Residents forum as OP is a permanent resident.

No, you are only a citizen when you become naturalized. Once you become naturalized, yes you can obtain a US passport.

You can bring your spouse over to the US on the K-3 or CR-1 but you must be a citizen first.

So become naturalized and then you can begin the process. You will need a US passport only if you intend to leave the US and want to come back.

You are not a US citizen. You are a Legal Permanent Resident (LPR) of the US.

An LPR can only petition for a spouse and children. The spouse and unmarried children under 21 years of age are in the F2a family preference category while unmarried children 21 years or older are in the F2b category. In most cases, it takes about 5 years for someone in the F2a category to get a visa. It is best for you to file now. Once you become a US citizen, you can upgrade the petition to an Immediate Relative an it would take about a year for your wife to get a visa.
