We are filing an I-130 for my wife's parents (Mom and Dad) as she is now a USC.

It has been approved. NVC sent us the initial paperwork.

I paid the AOS fee on-line. The instructions say to fill out a I-864 for each one.

Part 3 says not to list any relative listed on a seperate petition.

So the total number for part 3 for Dad is 1.

Part 5 wants a count of household members.

a. Line 10 was 1

b. yourself is 1

c. spouse(me) is 1

d. dependents (son) is 1

Total Household size = 4

Sense our household size is 3 to start with and we are bringing Mom and Dad, I would think household size would have been 5 on each I-864.

Yet, following the instructions I came up with the number of 4 because they are on seperate petitions.

So is 4 correct?

4 is correct. I think USCIS wants to know how many are part of your current household size when you add the applicant.

Since you file I-864 separate for your mom and dad and on EACH application it'll be you, your spouse and kid plus the applicant...
