Shooter may be exagerating the issue, but often folks will immigrate to Canada, then obtain a visa to work, or visit the US. From there, it is an issue of overstaying. That was the way it was a few decades ago. I do not know if that situation has changed.

as for legal entry, well, there are few visas other than family based available for immigration from many countries such as china. if a chinese becomes a canadian, though, they are viewed as canadians for immigration purposes. it only takes 3 years for a chinese to become a canadian, and viola, no problem immigrating to the US. works for other countries, too.
Naturalized Canadians are still required to provide their birth records and historical/current passport information, as well as the background information on their parents, not to mention the requirement for police reports from all places lived. I cannot see how becoming a Canadian citizen systematically renders them with "no problem immigrating to the US". If anything, it leaves naturalized citizens open to additional scrutiny.
:thumbs: as I wound up in a "hurry-up-and-wait" queue where I was unable to make certain (such as marriage) long-range life plans due to being born in India (and having Canadian citizenship through naturalisation, a TN-1 visa, and H1-b quota for that fiscal-year being oversubscribed--and INS/State Dept employees oft being non-cognisant of NAFTA ramifications)

She is just following the general party line that she herself buys into. Just look at her record as AZ governor.
