Lagos, Nigeria Interview Delay

Does anyone on this forum know why there is a delay in the scheduling of Interview with Lagos, Nigeria? Does anyone know what month they are working on as far as scheduling interviews for immigrant visa? Please I need your insight!! I am posting on behalf of someone else. Her case was completed in March with NVC and four months has already passed. Thank you in advance for any information, you provide.

Married December 23, 2004 in Lagos, Nigeria

USCIS

January 10, 2005 Mailed I-130 TSC (recieved January 18th 2005 with CSC receipt number)

January 25th 2005 NOA1 (recieved in mail January 31th 2005)

Feb 16, 2005 via email NOA2 Approved!

NVC

March 14, 2005 NVC automated system states I-864 fee and DS3032 mailed out regular US mail

March 22, 2005 Received I-864 fee and DS3032 in mail

March 22, 2005 mailed out 70.00 I-864 fee and completed presigned DS3032 Express Mail

March 23, 2005 I-864 fee received at 12:20pm signed by H Horn

March 23, 2005 DS3032 received at 11:17am signed by S Merfield

March 29, 2005 DS3032 stating received in NVC automated system

April 4, 2005 IV Fee bill generated

April 15, 2005 IV Fee bill received in mail

April 16, 2005 mailed out 380.00 IV Fee bill regular US postail mail

April 25, 2005 I-864 form recieved in mail

April 25, 2005 Completed I-864 form mailed back to NVC

May 16, 2005 DS230 generated

May 26, 2005 Received DS230, mailed back May 27th

June 1, 2005 NVC receives DS230

June 13, 2005 CASE COMPLETE

August 23, 2005 Interview Date

AOS JOURNEY:

September 13TH 2006 NOA1 for EAD and Adj of Status

September 23rd Biometrics notification by snail mail

September 27th RFE : Cosponsor needs to send more proof of his business activity

September 29 th RFE sent to Lee's summit

October 6th : Biometrics.

October 9TH:"RFE delivery refused!!, not enough postage available!"

October 16th : RFE finally delivered after second try!

October 18TH: email notification RFE received! Finally updating things online?

October 30TH: Transfer to CSC!!! Wohoo!

November 2th: CSC received case;online notification!

November 8TH 2006: AOS APPROVED!!!! Vive California!!! 5 days to get approved!Online notification

November 14 2006: GC or should I say White card arrived in the mail!!! I checked my mail only on the 15th

LIFTING CONDITIONS (Nebraska/California)

August 04th 2008: Mailed package directly to California

August 18th 2008: NOA1 date

September 10th 2008: Biometrics

September 11th 2008 : Touch

December 6th 2008: Approval Notice

My case was completed on january 3rd, 2006. I am still waiting for the interview schedule. Apparently some posts process limited number of applications during each months. Although, my post is Abu Dhabi, so I cant say for sure why there is a delay at lagos post.
