To get only the written test so you can get learner's permit, they would ask for SSN and marriage certificate too. Have to show identification, usually passport with i94 card. For driving license, they would need EAD and or Green card.

Although generally speaking, you have to provide three things to get a DL or a learners permit:

1) A social security number

2) Proof of legal presence. This is what varies by state but broadly speaking, an EAD, GC (or passport stamp) or a passport + I-94 with 6 months validity from today (i.e. not a K-1 I-94) is what you'll need.

3) Proof of residence in the state (recent utility bill, bank statement, etc. Tax return may also be acceptable).

If you can tick those three boxes, you shouldn't have any problems. Some states allow people with a pending AOS to use their NOA1 as proof of legal presence, some do not. I think it depends on whether the state has started implementing Real ID yet. Once a state starts implementing Real ID, a plain paper NOA1 won't do the job any more...

Search for Arizona MDV. If you have a driver's license from the Philippines, you could use that for 6 months. If you dont like to do parallel parking, there are some MDV in Arizona that do not require this. Just do your search. :)
