Getting paperwork from Egypt gov. for Cr-1 Visa

My husband (egyptian) and I (usa) got the application for the Cr-1 Visa back in january. He got all the paperwork together he needs except he is having a problem with the military clearance paperwork. the one that says that he is not in the military. He has never served in the military. and he is trying to get excused for medical reason. Apparently the egyptian government won't give him this clearance for his application. he has been waiting almost 6 months. Any ideas? also now he has to redo the police certification papers because they are suppose to be done within the last 6 months. and now its over 6 months. What can we do? Has anyone ever had this problem before? if so what did you do?
