This topic gets asked frequently.

If you are able to get a tourist visa for her, she can enter the US with that visa and stay in the US for the duration of its validity. She must leave the US before it expires. And she must be in her home country when she applies for the K1 visa, and for the interview which will take place in her home country.

Depending upon her home country, getting a tourist visa may be extremely difficult, even impossible. In the Philippines there is a very high hurdle to doing so - she would need to demonstrate significant ties to the Philippines demonstrating her intention to return there. Also, if they are aware that she intends to file for a K1 visa, or that you already have a pending I-129F to that effect, they will be even less likely to issue her a visa since she has already shown immigrant intent.

It's very unlikely you would get her a tourist visa if she is in Philippines.

Good luck.
