WHY can't the Americans play the British version!? Are they worried that since they have accents the Americans won't be able to understand what they're saying

It's the "Canadian Content" policy.

That pretty much sums it up. Under the Policy commercials must not only show canadian content, but must also be horrible

I remember living in Windsor in the early 90's and the one cable chanel we would get from Detroit would get hijacked by the Canadian local equivilent in Toronto for prime time shows. I wrote to the CRTC and complained how they violated their policy then etc and amazingly in a few months (like 2) they were forced to keep the Detroit chanel as is. I got letters from the local CBC tv station telling me why they did it, why it's a good thing etc. I simply said, "Guys, we were having a freaking tornado warning and didn't even get the notification on the TV that it is going on, instead we were getting lovley Toronto weather that had nothing to do with us".

They shut up after they realized that, and the fact that their dubbed in Super Bowl commercials that year totally sucked. So bad that I had to unplug the cable and watch Superbowl from an antenea to get the Detroit station playing it to get the real commercials that year...
