You can find out if the AOS fee has been accepted by calling the NVC line and talking to an operator. After it's accepted you'll be sent the I-864. Take a look at the NVC process flowchart pinned in Captn Ewok's "NVC general info" thread at the top of the NVC forum.

What do you mean by "accepted"?

The NVC will make a determination as to completeness, and ask you to provide anything that they think is missing from the package. The consular officer who will process your visa application will determine if your sponsor's financial resources as described in the afficavit are sufficient to sponsor you.
