WASHINGTON – Growing numbers of children of illegal immigrants are being born in this country, and they are nearly twice as likely to live in poverty than those with American-born parents, a report says.

The study released Tuesday by the Pew Hispanic Center highlights a growing dilemma in the immigration debate: Illegal immigrants' children born in the United States are American citizens, yet they struggle in poverty and uncertainty along with parents who fear deportation, toil largely in low-wage jobs and face layoffs in an ailing economy.

The analysis by Pew, a nonpartisan research organization, found that the nation's estimated 11.9 million illegal immigrants made up 5.4 percent of the U.S. work force, primarily in lower-paying farming, construction or janitorial work.

Roughly three out of four of their children — or 4 million — were born in the U.S. In 2003, 2.7 million children of illegal immigrants were born in this country.

Overall, illegal immigrants' children account for one of every 15 students in kindergarten through 12th grade.

Illegal immigrants also have become more geographically dispersed, increasingly passing up typical destinations like California in favor of jobs in newly emerging Hispanic areas in Southeastern states like Georgia and North Carolina.

In 2008, California had the most illegal immigrants at 2.7 million, double its 1990 number, followed by Texas, Florida, New York and New Jersey. Still, California's 22 percent share of the nation's illegal immigrant population was a marked drop-off from its 42 percent share in 1990.

The latest demographic snapshot comes as President Barack Obama is preparing to address the politically sensitive issue of immigration reform later this year, including a proposal to give illegal immigrants a path to citizenship.

Though their numbers have soared over the past two decades, the total number of illegal immigrants in the U.S. has declined or remained flat in the last couple of years. Demographers attribute that to slower rates of migration into the U.S. caused in part by the recession, as well as to deportations and stepped-up immigration enforcement during the Bush administration.

Among the findings:

_One-third of the children of illegal immigrants live in poverty, nearly double the rate for children of U.S.-born parents.

_Illegal immigrants' share of low-wage jobs has grown in recent years, from 10 percent of construction jobs in 2003 to 17 percent in 2008. They also make up 25 percent of workers in farming and 19 percent in building maintenance.

_The 2007 median household income of illegal immigrants was $36,000, compared with $50,000 for U.S.-born residents.

_About 47 percent of illegal immigrant households have children, compared with 21 percent for U.S.-born residents and 35 percent for legal immigrants.

_About 59 percent of illegal immigrants, or 7 million, came from Mexico. Other regions included Asia (11 percent), Central America (11 percent), South America (7 percent), the Caribbean (4 percent) and the Middle East (2 percent).

Children of illegal immigrants hold a delicate place in the U.S. On the one hand, the Supreme Court ruled in 1982 that these children — whether they were U.S. citizens or not — were entitled to a public school education. California and a few other states also provide some college tuition breaks to illegal immigrants.

At the same time, the immigrants and their families are among the poorest people in the U.S., easily exploited by employers and subject to arrest at any time. Children who are U.S. citizens cannot petition for their parents to become legal U.S. residents until they are at least 21.

Earlier this year, the Homeland Security Department's inspector general found that more than 100,000 parents of U.S. citizens were deported over the decade ending in 2007, prompting the department to say it would gather more information about families before deporting immigrants.

The Pew analysis is based on census data through March 2008. Because the Census Bureau does not ask people about their immigration status, the estimate on illegal immigrants is derived largely by subtracting the estimated legal immigrant population from the total foreign-born population.

I worked in Austin Texas last Summer.

I have never seen so many young Illegal Immigrants pregnant.

It seemed like everywhere I looked there was a Illegal Alien that was pregnant. They also would have heard of small children around them.

It's in the 14th amendment to the US Constitution.

"Amendment 14 - Citizenship Rights. Ratified 7/9/1868. Note History 1. All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. Unlike say the 2nd amendment, that is short and sweet, the 14th covers a whole bunch of unrelated stuff, our interest is only in the first part.

This amendment was passed after the civil war to consider the slaves then and their offspring to be USC as most of these families were brought to this country even before immigration laws existed. Also in that time frame, everyone that came here, free or not, had no immigration laws to deal with. In a sense of that word, all were here, illegally, but those of a given skin color were rejected thus promoting the passage of this amendment.

But we do have some very strict immigration laws today, and these people coming over and having babies are somehow protected by this amendment. Not have a learnt legal mind is perhaps my failure to comprehend the difference between those that were here for over a hundred years even before immigration laws existed and those that come here illegally are treated the same. But this is exactly how these illegals are treated.

What is really ironic, is when you bring an immigrant here legally, you have to sign that I-864 holding all private and public institutions free of providing any aid whatsoever regardless of the cause of needing that aid, like getting hit from a hit and run driver as one small example preventing you from working. But these illegal mothers are not permitted to work, because they are here illegally, so getting all kinds of government aid driving up our tax bills, plus the babies are getting WIC and Medicaid benefits at further cost to us.

This is the bottom line of all of this, a legal law abiding citizen is being screwed three times, first the huge expense of dealing with the USCIS, second, not being able to receive state aid in the event of a major uncontrollable disaster, and third, having to pay additional taxes on these illegals.

Here you have on one hand, people whining about the 'illegals' not following the law, but then when the law is in their favor, the same people whining about them breaking the law, are complaining about the law. Why be so keen about actually amending the Constitution of U.S., but be so fervently against them being here illegally? It seems to be that you are picking and choosing which laws you like or don't like just to keep them out one way or another.

I don't think the US is really having a problem with their birth rate (even to American citizens or LPRs) but I thought I'd share this anyway since someone posted about European countries importing foreigners to live there.

My great-grandfather was Italian and he immigrated to the US in the early 1920s. My grandfather was born in the US in 1934 (therefore, he was born a US citizen and at the time dual citizenship was not allowed). His parents -my great-grandparents- naturalized and became American citizens in the 1940s (AFTER my grandfather was born), my mother was born in the 1950s and I was born in the 1980s. In the early 1990s the US and subsequently Italy began allowing dual citizenship.

In addition to this, the birth rate in Italy is currently 1.(something). This means that only 1 child, on average, is born to every two parents (so the population should be going down). Because of this, Italy has made a loop-hole in their citizenship process. The Italian government says that as long as at the time my grandfather was born, his parents only held Italian citizenship (and not American as well, or not Brazilian as well, or whatever country), then my grandfather was born both American and Italian, therefore my mother was born American and Italian, therefore I was born American and Italian.

I did NOT have to apply for my Italian citizenship, I simply had to prove that I was born Italian. The way they view it, I have been Italian since birth and therefore do not need to apply! I did this by submitting copies of every single birth, marriage, death, divorce certificate since and including my great-grandparents on my mothers side. I also had to include the naturalization certificates of my great-grandfather to prove he naturalized after my grandfather was born. Trust me, this was not as easy as it sounds and I also had to translate all of the documents, so it was quite expensive, but it was worth it in my opinion.

Italy allows anyone to do this and you can go back as MANY GENERATIONS AS YOU CAN PROVE. It doesn't matter if your great great great great grandfather was Italian, if you can prove he was Italian when the next generation was born, you're Italian too.

So now I hold two passports, American and Italian (and with my Italian one I can live and work anywhere in the EU, not just Italy!!!)

So, this is just one solution that some of the European countries have come up with. And if anyone thinks that they might be Italian too, PM me and I can give you more details!
