no I751 approval yet, but applying for N400 soon

Ok so my receipt date on my extension letter is May28th/08, When i enter the app# for my finger prints it is still says received and pending and it says it was receipt on june6th/08. My question is when can i apply for naturalization??? my GC expired august 13th/08. Should i apply anytime after may28th of this year?? after june 6th?. Next month it will be a year of me waiting for VSC to move and touch my case I have officially given up on waiting since im close to the time to file for Citizenship, i wish i could get the money back for the i751 that hasnt been issued or touched. I just saw someone get approved ,they got transfered to CSC,they had file October 08, its absolutely not fair for us who filed before and i also know that there are some people from january still waiting, it totally sucks.
