A tourist visa. Neither of them can move here to stay, but they can visit on a tourist visa maybe, if they can get one. They might give him one and not her.........

Brits do not need a visa to visit the USA.

Is your sister a USC? If so, they can go for a CR-1 spousal visa via DCF, which is very fast. If neither of them are USCs, then the only way to get to the US to live would be the diversity lottery (depending on her nationality), or work visas.
