Police Certificate for Russia

My wife and I received NOA2 April 3, 2009, she is in Krasnoyarsk Russia and she is trying to get her police certificate, she has been to the police dept, and they said that they do not give Police Cerificate, does any one know where she can get the certificate at? and does anyone know the Russian name for this place to get the certificate?..........................Thanks in advance for anyone who can help us..........

i.e. Вам нужно обратиться в информационный центр вашего УВД (в г. Красноярске)
