Transfer/Change of Embassy

hi! i recently lost my job 31 march 09 and on 2 april, i received instruction packet 3 from the US embassy here in singapore. I called the embassy on Monday and asked about what I should do in this situation and was told that my application would need to be transferred to Manila. I am filipino but living and until recently working in Singapore. So I've spent the week trying to find another job but so far with no luck. Does anyone have any suggestions on this? or know how long transferring my paperwork to Manila and having it processed there might take? I had planned on going to my interview here in Singapore but at this point I may have to do it in Manila.
