Everyone with a visa gets one of those. Is he on a B2 (visitor's visa)?

Sorry, yes he has a visitors visa

Ok I see he went there with a visitor visa, be ready to explain to the officer that he didn't traveled there with the intention to marry you or you both will be in trouble.

To marry under a visitor visa is considered fraud. Good luck!!!
