You should include all pages of the tax return and supporting documents or tax transcript for each year submitted.

Best practice is three complete tax returns including all schedules and supporting documents OR three IRS transcripts. The transcripts are more concise, and free.

I just don't understand why everyone says they need all these tax returns. The I-134 instructions clearly state that is only required if you are self employed.

USCIS I-134 Instructions

In cases about proof of relationship there is a substantial gray area on what is proof. Here it seems to be very cut and dried.

US Embassy and Consulate General Discussion

You are almost there and now you have to deal with the embassy. This is the place to post your experiences or questions related to this last step before moving to the US. Topics relating to I-134's, packets sent from consulate and medical & police certificates should be posted here.

YMMV

So if the USCIS I-134 instructions and the consulate say they are not needed why are there so many answers? This seems very straightforward.

There are "requirments" and there are "best practices". The main reason they differ is that Consular officers are free to ask for anything they want to ask for, in their quest to evaluate the public charge concern. So, it's best to be fully prepared. You can always risk an initial denial accompanied by a request for further financial documentation. Those are always fun times.

Don't make the mistake that obtaining a family based visa is all about meeting some list of minimum requirements. It's far more subjective than that.

is that embassy specific,,or can you tell me where you got that info,,thanks

With regard to tax returns since the I-134 usually leads to the I-864 at AOS (where a tax return is required) it's a safe step to follow the I-864 guidelines. In the I-864 instructions it says:

If you provide a photocopy of your tax return(s), you must include a copy of each and every FormW-2 and Form 1099 that relates to your return(s). Do not include copies of these Forms if you provide an IRS transcript of your return(s) rather than a photocopy.

It's not required to submit tax returns with the I-134. But if you choose to, all pages, etc. should be sent. I agree with pushbrk, this process is not about hitting the minimums.

I think just sending the first two pages of tax return (signed 2nd page), along with the W-2 or evidence supporting the income will be sufficient. If the embassy wants more info., they will let you know to bring it with you for the interview. This is not a tax audit, it just to prove you make enough money to support the beneficiery. If you have concerns on this issue, you can always email the embassy.
