Does a state sponsored affordable health care program count as a pubic charge as defined by the USCIS here

My F1 wife is enrolled in Washington State's Basic Health Program (info here)

As well as a dental care program supported by Public Health of the State of Washington (info here)

My understanding from reading the USCIS's definition above is that these public supported health programs are not considered public charge (as they do not involve giving out cash). But to be sure, I would like opinions from other people on this issue.

I'm filling I-485 for my F1 wife (I'm a USC), and question number 3 on the page with a bunch of Yes/No questions asks, "Have you received public assistance in the United States from any source...". I'm not sure if answering Yes to this question is even necessasry.

Any opinions on this would be highly appreciated.
