Contract switch moves positions to Essex Junction

ST. ALBANS — U.S. Citizenship and Immigration Services (USCIS) has revised its estimate of how many jobs will be lost at the service center here in St. Albans from 200 jobs to 100, according to information provided to the Messenger by the office of U.S. Sen. Bernie Sanders, I-VT.

The jobs will be transferred to a “lockbox” facility operated by JP Morgan in Essex Junction.

Sanders is planning a meeting with workers in St. Albans in April to discuss the situation.

Fifteen temporary positions will be lost in St. Albans this summer, followed by 45 permanent full-time positions this fall, and another 40 positions next summer, according to James McCament, chief of the Office of Congressional Relations for USCIS.

Approximately 150 people will be employed at the Essex Junction facility, McCament said.

“We are working proactively with JP Morgan to ensure they are providing every appropriate opportunity for the approximately 100 people who will not be required at the service center over the course of the transition,” McCament said in a written statement.

The Vermont Service Center employs 1,100 people in St. Albans and Essex Junction with the bulk of the employees located in St. Albans. Of those employees, 670 are direct employees of the federal government and the rest are employed by contractor Stanley Associates and its subcontractors.

Currently, 200 of the employees at the service center are engaged in data entry.

In 2007, USCIS and the Dept. of the Treasury chose JP Morgan to be the sole provider of lockbox collection services for USCIS, according to information provided by Sen. Sanders’ office.

Sanders on March 19 confirmed for the Messenger that 200 data entry jobs were scheduled to leave the Vermont Service Center over the next two years. That number has since been reduced.

The senator at that time expressed anger about the way USCIS had handled the transfer of contract workers, saying they had learned of the change when they were shown advertisements for their jobs. Sanders called the failure to notify workers of the change "contemptuous."

Sanders sent a letter to Secretary of the Department of Homeland Security Janet Napolitano urging that the workers for government contractors be allowed to continue to work at the St. Albans center.

On Saturday, April 11, Sanders will be host for a meeting with employees from the Vermont Service Center at the St. Albans Historical Museum. USCIS acting deputy secretary Michael Aytes will be attending the meeting, which will be held at 12:30 p.m.

I live within sight of this facility. Sounds like they are moving some people to Essex Junction, about 30 minutes down the road, and cutting less than they had anticipated. So maybe it is good news, or "better than could have been" news. Who knows what they will do. By the way, it was a labor dispute/contract dispute that derailed VSC's good record last summer. They do much more than process K visas at this facility and it may not affect the issuance of K visas at all. A friend's wife works there and told me they hired a "bunch of" new adjudicators last November. St Albans is a very small, but very nice, working class city. Essex is quite a bit larger and has several large employers, not the least of which IBM and General Dynamics, so it will hurt St Albans job market no doubt, though it is within commute distance. I am not sure what the big beef from Bernie is, the jobs are staying in Vermont and within reasonable driving distance (it is hard to be out of driving distance and still be in Vermont)

This must be the reason it took me 7 months to get NOA-2 out of VSC .. I applied in Nov. 2008
