My wifes sister is a citizen of the Philippines and works and lives in Hongkong. Currently the waiting time in the Visa Bulletin for petitioning a sibling from the Philippines is about 23 years.

However if the sibling were living in a different country would USCIS go by citizenship or would the waiting time be determined by the country they are currently living in which is a WAY less waiting time?

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

Timeline

The general rule is that a person's immigrant visa is "chargeable" to that person's country of birth.

Check 22 C.F.R. section 42.12© to see if your SIL's visa can be made cross-chargeable to HK.

I believe their rule for foreign state chargeability is the country of birth. The reason I say this is, while it has no bearing on my fiance's case, his foreign state chargeability is his country of birth, not the country he's applying from (of which he is also a citizen).
