Did the shooter have a concealed carry permit? No! So he was ALREADY BANNED from carrying a weapon outside of his house. Did it stop him? NO! Because when someone decides to commit a capital crime, he wouldn't care about silly things like gun laws, concealed carry prohibitions and parking signs.
