I understand that to file for my sister I have to send in: my birth certificate, my naturalization certificate, my sister's birth certificate (showing same parents), my parent's marriage certificate, am I missing anything?

The real question is: My sister is married and has a child, do i have to send in her marriage certificate and her husband daughter's birth certificate at this time?

Please advice.

I would attach a copy of her marriage cert and daughter's birth cert, they will be given derivative immigrant visas.

Note: this is F-4 Class so NOA2 will take a few years and then NVC will hold the petition for a few years after that until an immigrant visa number comes up.

OUR TIME LINE Please do a timeline it helps us all, thanks.

Is now a US Citizen immigration completed Jan 12, 2012.

If you are a U.S. citizen seeking permanent resident status for your brother or sister, and you have the same mother, you must file the following items with the U.S. Citizenship and Immigration Services:

* Form I-130, Petition for Alien Relative

* A copy of your birth certificate showing your name and your mother’s name

* If you were not born in the United States, a copy of either

o your Certificate of Naturalization or Citizenship or

o your U.S. passport

* A copy of your brother’s or sister’s birth certificate showing his or her name and your mother’s name

* If anyone’s name has been legally changed (differs from the name on his or her birth certificate), evidence of the name change must be submitted

The first step in seeking an immigration visa for a sibling is submitting the I-130 form with the required supporting information. The purpose of this step is to establish that the petitioner is eligible to petition for the beneficiary. Your sister's marriage certificate and her daughter's birth certificate would not help in making that determination. Your sister's husband and child will be listed on the I-130 and will be derivative beneficiaries. When the time comes (in about 11 years) for them to process visas, USCIS will ask for information establishing relationships between the primary beneficiary, your sister, and the derivative beneficiaries.

I think it is best to sent USCIS only the information that they request. Extra stuff may not hurt but is unnecessary to go through the effort to obtain and translate. I relate paperwork to my own job where I am constantly getting extra paperwork that is irrelevant to the task at hand from my coworkers.
