Just read about DS-230.My questions are:

1- What is this form for?

2- and who signs it?

3 -who's name should be in that form the benefeciary or the petitioner?

4- When do i need this form?We are in the process of I -130 for step kids.

Any ideas will be greatly appreciated? Please help me as i am really confused .Thanks in advance.

DS-230 is a visa application.... you do not need it for the I-130... it comes later and you would put the visa applicant's name on it

DS-230 is the Immigrant visa application that is filled out by the intending immigrant after the I-130 immigrant visa PETITION is approved by USCIS and is assigned an immigrant visa number by NVC.
