1. If you’re going to send it to USCIS, you can do it by yourself and notarized it.

2. If it sends to US Consulate, So Ngoai Vu Tp.HCM is the best place for you (if your wife lives in Saigon).

In my case, I did them all by myself and notarized. USCIS and US Consulate accepted without any problems at all. You can do it yourself unless you don’t want to.

Only documents submitted to USCIS needs to be translated to English. For example, I translated the emails between us, had a sworn statement that I was competent to translate from Vietnamese to English blah blah ... and signed and dated in the bottom.

Documents submitted or brought to Consulate does not have to be translated if it's in Vietnamese

I recomanded that you should considering doing the IR1 or CR1, don't even trying to touch on K1, cause to many interview at HCM that not approval for the visa.

YEAP, I am agree, go for CR1/IR1, the timeline is the same, and more cheaper, and less headache Good luck.
