They will not be eligible for either. Generally, a person or couple must pay into the system in order to benefit from the system. To be eligible for social security retirement benefits, a person must have 40 work quarters. As the petitioner, your friend, will guarantee to reimburse any means-base benefits that her parents would receive. Your friend will have to buy private medical insurance and be financially responsible for her parents.

It would be a really stupid immigration policy to bring people in to retire on they US taxpayers' back. Why should US taxpayers have to support foreign nationals who have never paid into the system?

Your friend will need to be a US Citizen to file for his/her parents. They will not be entitled to SS Benifits or Medicare as they have not paid into the SS system.

They will need to get private medical insurance and this is very expensive for anyone over 65 who does not qualify for medicare. The cheapest I have found is $600.00 each per month and most dont cover pre-exisiting conditions.

No. After living here for five years, her parents will be eligible to buy into Medicare for the full premium. After they become citizens, they may qualify for Medicaid as well. For the the first five years, your friend will have to pay all the medical costs or get some kind of private insurance.

And to get social security, ten years of working in the US are required

As it has been already mentioned by others, you friend should be US citizens in order to petition for her parents. They will NOT be eligible for Medicare, food stamps or SSI up until they become US citizens themselves. However, some states provide medical and financial support for LPRs. You should check if your state policies on that issue.

The only persons other than an employed person that benefit from SS is through disability benefits and they are children whether natural born or adopted, stepchildren, and spouse. Children and stepchildren also benefit from a parent's social security until they are eighteen, emancipated minors, or in college in the event of the parent's death.

As you stated it would be a stupid plan for persons who have never contributed to retire and benefit.
