The answer to your question is YES, the adoul should have told you this. Until the certificate is finalized in Rabat, the marriage is not completed. We ran into this when we married in 2006. We married, then 2 days later went to Marrekech for our honeymoon. We returned nearly a week later and the adoul had been trying to contact us for this very reason. He said that until we took the certificate to Rabat to be certified, our marriage was not really finalized. It is not up to the court to do this for you.

Yes, we did. My husband rushed to Rabat and had this done before I left. It kind of freaked us both out. I did question though why the adoul wasn't responsible for at least having a courier do this and never got a straight answer, but regardless we were able to get it done quickly before I left. I guess differences in processes between cities does not suprise me either. :)
