I am confued as to what you mean by "over" and I presume since you do not have an SSN you are not the citizen, correct?

Such things would be up to the lender. There is no law requiring you to have an SSN to receive a loan but I have never heard of anyone doing it. Except loan sharks and "Buy here, Pay here" car dealers. Are you a K-1 beneficiary? You can get an SSN immediately after arriving but you still will have no credit history and the credit situations is pretty tight now. Good luck
