I am an american citizen, I want to bring my father, that is easy, but my sister who is 10 and live with my father can not come with him, is there a way to include her in his Permanet Residence petition? so they can come together? Thank you all

There is no way to include her in the application for your father. Your father would be an Immediate Relative and there is no derivative beneficiaries allowed.

The only way for them to immigrate together is for you to petition for your sister in the F4 category; US citizen petitioning for a sibling. The current wait for a visa is 11 years. About a year before she gets her visa, you can petition for your father.

You can file for father, and once father enters the USA he can then file for your sister as a un-married child of an LPR F2A Class which has about a 5 year wait, but this would require a period of separation.

Unfortunately the 2 persons are treated differently.

In most cases parents have children who are grown up and the parents are free to immigrate based on a petition filed by a US citizen, parents are given IR class because in many cases they are being brought to the USA to be provided care by their son or daughter that is a citizen of the USA.
