Can I apply for adjustment of status base on family? If So how long does it normally take for him to get the right visa?.

If he is in the US legally, and there are no restrictions to AOS on the visa he currently has, then he can attempt to AOS.

Time varies to each case.

Found this info P-1 FAQ

Can I apply for adjustment of status on P-1?

Yes, you may apply for adjustment of status and lawfully seek to become a permanent resident of the U.S.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

Not knowing all the in's/out's of your case, the procedure is usually simple.

Some lawyers will talk to you for an hour for a set fee, to answer/instruct you what you need to do.

Or you can download the forms and follow the instructions for them. First stop would be the USCIS and check their FAQ's.
