Hello everyone,

I have a question regarding naturalization, My cousin has a green card that she recieved in 1987, these are the kind that have no expiration date on them (issued between 1979-1988) and to my knowledge and all the research I have done, the CIS has not implemented a program making it necessary to replace these cards.

She has resided in Jordan since she got and has never come for a visit. I know that now, when you recieve a green card you must come every 6 months to maintain reseidency, but I don't know what the requirments were in 1987. She was also a minor when she got the card but above the age of 14.

Can she apply for citizenship? Or is her card invalid?

The instruction sheet for Form N400 (Naturalization Application) gives all the requirements that must be met in order to apply.

There are "continuous residence" requirements which your cousin will NOT have met. I doubt it makes any difference about the rules when your cousin's GC was achieved. The requirements will have to be met now for the Naturalization application.

Someone else may offer some additional information.

Feb. 22/06... AOS Interview - APPROVED!!!!! (Passport NOT stamped)

Dec. 4/07... I-751 sent to NSC

May 23/08... 10-Yr. PR Card arrives in the mail

Mar. 22/11.... N-400 sent to AZ

June 27/11..... Interview - PASSED!!!

July 12/11..... Oath Ceremony

She does not meet the Continuity of Residence or Physical Presence requirements.

She has also abandoned her LPR status

And the part above is an Urban Legend. You can't keep US LPR by coming to the US every 6 months, or 12 months and live somewhere outside the US.

You don't tell enough to say if her LPR status is still good, but I suspect not if she has not been to the US for a number of years and was a minor when she left. Just because she has a card does not mean she could/would be admitted as an LPR.
