Received Packet 3 before receiving an NOA2?

I'm in Egypt visiting my husband Ahmed right now, and last night I was telling him about the steps that have to be gone through before the interview will happen... that first we have to get the NOA2, then have our stuff sent to NVC, then they will send our info to the US Embassy in Cairo, and then the embassy will send him a packet of papers to fill out... Well, he woke me up this morning to tell me that DHL had delivered the packet of papers (Packet 3) from the Embassy today. It seems like we're skipping a couple steps here? I checked on the USCIS website and it still reports no activity since the last NOA1 on 2/24. Obviously I am a little far from my mailbox at home and can't check that. How did the Embassy get our info if NVC hasn't sent them our paperwork yet? I haven't sent the Affidavits of Support to NVC yet, so it seems like it couldn't advance beyond that stage without my doing so.

Anyway, I am happy about it because now we can easily fill the paperwork out together, and then when I get back to the states in a week I can start collecting the sponsorship info, so I can send it back to him and schedule the interview. He is really, really nervous about the interview and seems to think he needs to memorize every detail of every aspect of my life, which I think is kind of unnecessary, but what do I know?

Any thoughts?
