the US has a large prison population (compared to other countries) for many reasons. i will list a few:

1.) big budgets for police departments, prosecution, and jails (these need to be validated)

2.) an underclass trapped in the bondage of welfare that spawns crime by removing the mechanism by which most people achieve self respect (ie accomplishment)

3.) low penalties for serious crimes (failure to deter)

4.) rarity of application of capital punishment (increases population and reduces deterrence)

5.) high proportion of illegal immigrants to legitimate population (expansion of underclass and lack of acculturation)

6.) lack of restraint of mentally ill (jails full of mentally ill - every mass killing since stockton 1993 can be tied to psychiatric issues)

Prison Reform:

1) Execute all murderers.

2) Castrate all rapists and child molesters/predators on their second offense, no exceptions.

3) Each prison has 3 categories for their inmates: Separate a) the rapists & child predators from the violent offenders from c) the non-violent offenders.

4) Every prison gets a decent library (internet for all prisons but restricted access).

5) Federal government runs 1 on-line university that each inmate can enroll in for free and receive degrees up to the P.h.D. level.

6) If an inmate is a "model inmate" he/she gains new privileges including more visiting time, conjugal visits (if married), ability to leave the prison to lecture at high schools, slightly better food once or twice a week, etcetera.

7) Non-violent offenders get to work for the big 3 for $12 a week

Legalize Marijuana! There will be many more open beds available for real criminals- like all loan officers, then they will be full again.

the logistics of the appeals process is boggling.

the logistics of the housing, medical care, containment, and etc is boggling.

executions are simple. i saw some in china. you just take a guy out to a farm field, shackle him to a wall, and shoot him. then you take his body to a crematory, and mail the family a bill for the bullet. chinese do it all the time for any one or more of 65 capital offenses, hence the low violent crime rate in china.
